The initial stage of Pinellas County Utilities Belleair Pipeline Project began on November
13th. The project will install wastewater pipeline to the new Belleair pump station as
well as a reclaimed water pipeline to the Town of Belleair. Upon completion, the currently
operating wastewater treatment plant in the Town of Belleair will be decommissioned.
Work began in the immediate vicinity of 74th Avenue North and the Pinellas Trail in
Seminole (just south of Park Blvd.). The project will be constructed in phases, with the
total project taking about one year to complete.
The first phase will connect new pipe to an existing wastewater pipeline. Then the project
will move north adjacent to the Pinellas Trail. The initial work will be open cut, but
subsequent work will utilize Horizontal Directional Drilling (HDD) to minimize disruption
to roadways and the Trail.
The Pinellas Trail will remain open during the project. Construction should be visible but
not disruptive to the users of the Trail. Utilities Green Vest inspectors will
be at the construction site to respond to any on site questions or concerns. For more

Reclaimed Water Project The Narrows - Gulf Boulevard
This project involves a three-mile segment of SR 699(Gulf Boulevard) between Park
Boulevard and Walsingham Road within the Town of Indian Shores and the City of Indian
Rocks Beach. The existing roadway is a two lane, undivided, rural (open drainage) roadway
with intermittent pedestrian facilities. The proposed project will be a two-lane roadway
including curb and gutter, sidewalks, a 16-inch reclaimed water transmission main,
reclaimed water distribution lines, water lines, sanitary sewer replacements and other
enhancements. In addition, conduits for future underground facilities for Verizon,
Brighthouse and Progress Energy will be installed.
The project is currently in the contract negotiation stage. Construction is anticipated to
begin early 2007 and completed mid-2009.
Pinellas County Utilities will manage the project in conjunction with a Joint Project
Agreement with the Florida Department of Transportation and the City of Indian Rocks
Beach. The combined project is an effort by all parties to reduce the length of time
needed for construction of the improvements within the existing narrow right-of-way.
